Can a Rider Be Moved Down or Re-evaluated?

Riders moving from middle school (8th grade) to high school (9th grade) should be re-evaluated as "initial placements" and assigned the appropriate division.   Riders should be placed as conservatively as possible within the framework of the rules.

If there is a valid reason why a rider should be moved into a lower division, or if the rider has completed two years in a division and the coach feels that they should continue in that division for a third year,  the coach may file a petition as per rule 9000 in the IEA Rulebook.  Valid reasons to petition could include setback due to accident or illness or consistently poor performance.  Any rider granted a third year in any class through petition may not be designated as a point rider during regular or post season competition in that class.
