Can a Rider Be Moved Down or Re-evaluated?

Riders moving from middle school (8th grade) to high school (9th grade) should be re-evaluated as "initial placements" and assigned the appropriate division.   Riders should be placed as conservatively as possible within the framework of the rules.

If there is a valid reason why a rider should be moved into a lower division, or if the rider has completed two years in a division and the coach feels that they should continue in that division for a third year,  the coach may file a petition as per rule 9000 in the IEA Rulebook.  Valid reasons to petition could include setback due to incident or illness, consistently poor performance, or steward flagging rider as not level appropriate.  Any rider granted a third year in any class through petition may not be designated as a point rider during regular or post season competition in that class.
